Session Outline:

Govt of India's recent ICT policy is not only to promote the growth of IT Industry- but to use ICT for empowering citizens and ensuring transparency and accountability in governance through reliable and efficient delivery of public services.

The strategy on Connected and Unified Government includes mandating e-Delivery of Public Services, development of Shared Platforms for Public Services, Payment Gateway, Unique Identifiers for persons, property and business, GIS, Mobile enablement of services, and Standards and Interoperability, the Strategy of Empowerment of Citizens includes Bharat Nirman CSCs in every Panchayat, Every Panchayat to be connected on optical fibre, Collaborate and Promote creation of content in Local Languages - Education, Health, Agriculture, Skills etc., and Citizen Engagement and use of Social Media.

The Industry leaders will debate on the above strategy and how it will be relevant in the context of Northeast Development since infrastructure has been critical to enable access to services, especially in remote areas considering the challenges of low literacy levels, low penetration of broadband and low cost computing devices.

Given India’s large population there is a large scope for the education industry to establish it’s hold in this market. However due to lack of infrastructure, education options for the youth were only restricted to undergraduate levels till recently. With the launch of a dynamic education policy, India’s gateway has opened for international universities to offer their various courses to the youth of the country through national collaborations right here in India.

Indian youth can now get a chance to get under graduate, post graduate and professional degrees from global universities channelized through Indian counterparts. Indian Universities and educational institutions are now partnering international universities to offer students a variety of options, through which the youth can have preliminary studies in India and gradually upgrade to live workshops, internships and real time international experience through these global university partners.

With India launching it's "Look East Policy", the Northeast is being explored as an area that would drive the new engine of growth. Northeastern India is witnessing the adoption of new strategies and technological advancements for sub-regional development. Public demand supplemented by growing interest among policy makers have urged the industry to relook at the region with a new perspective. New areas of growth need to be identified and explored for improving governance, infrastructural developments, educational reforms and overall economic expansion of the region.
